(iv) Function and duties

1.CSIR has initiated various schemes over the years to benefit students to pursue their research interests in various areas of science & technology, the most noteworthy among these is CSIR-UGC National Eligibility Test for JRF and Eligibility for Lectureship.

2. CSIR’s role in S&T human resource development is noteworthy. Research Fellowships have been identified as one of the function of the Council vide Department of Commerce Resolution No. 148.Ind.(157)/41 dated 26thSeptember 1942. Presently, CSIR has been supporting a large number of research fellows/associates for pursuing their doctoral and postdoctoral research in universities and R&D institutions across the country.  

3. CSIR’s ‘Shanti Swarup Bhatnagar (SSB) Prize for Science and Technology’, instituted in 1957 is the most coveted and revered prize in science and technology in the country.  Over the years, SSB Prize recipients have been recognised with fellowship of national and international academies/societies, etc.

1.4Norms for discharge of functions [Section 4(1)(b)(iv)](i) Nature of functions/ services offeredHuman Resource Development Group of CSIR has been contributing significantly towards producing an ‘inquiring society’. The various programmes and activities of the Group relate to: Identifying budding talent having aptitude and aspirations to work for the generation of new knowledge and technology; Funding of extra mural research; Development of S&T manpower; Nurturing young talents; Promoting excellence through awards and honors; and Encouraging interaction among scientists.
These programmes cover a wide range of S&T disciplines and age groups and are undertaken through a true Team India partnership i.e., with active involvement and participation of eminent scientists and experts from academia, industrial R&D units, S&T departments, etc.
